1. |
|
Nomination
and Eligibility of the Candidates |
|
a. |
Candidates must be entered
through the CIA Premiere or Voting member organization(s) in their respective
country. If from a country where there is no CIA Premiere or Voting member
organization, prospective candidates are requested to apply directly to
the CIA, subject to acceptance, until such time as a voting member entity
is established in that country.
|
|
b. |
All entries are subject
to acceptance by the CIA Executive Committee. Candidate’s entry is subject to verification and approval by the CIA Voting members or Premier Voting members of the relevant countries. In the case of non-acceptance,
the applicant and/or the sponsoring member association will be advised
in writing of the reason(s) the entry was refused.

c. |
When registering at
the event, the candidate must present to the organizers, an official birth
certificate and valid passport(s) or identity card, bearing his or her
name, age and nationality. The organizers will determine the candidate's
nationality based upon his or her passport(s).
|
|
d. |
No applicant may be refused
entry for religious, political or racial reasons. Nonpayment of fees by
the entrant and/or the sponsoring member organization may constitute reason
for non-acceptance of an entry. Suitable ability and compliance with the
rules of the competition are required for final acceptance.
For contestants from countries where there are known difficulties paying
the entry fees, you may apply for special permission to pay at the Draw
for Playing Order.

|
2. |
|
Appointment of Adjudicators and Calculation Committee |
|
a. |
The CIA Music Committee
shall recommend to the General Assembly the nominations for the Adjudicators'
panels.
|
|
b. |
Persons appointed as
adjudicators should be musicians of the highest standing who have knowledge
of accordion technique and the possibilities of the instrument as relevant
to the competition category concerned.
|
|
c. |
Each country represented
in the CIA by a Premiere or Voting Member shall be entitled to nominate
one adjudicator, where that country has a competitor, provided the nominee
is approved by the CIA Music Committee. Each adjudicator must be nominated
by the Premiere or Voting Member they represent, by submitting the on-line
registration form by the due date.

d. |
In the case of countries
where there is no Premiere or Voting Member of the CIA, but from which
a candidate or candidates have been accepted, or the CIA Voting Member
does not have a candidate, the CIA Music Committee may admit one suitable
adjudicator from each country concerned.
|
|
e. |
The Music Committee may
nominate suitable persons to the list of adjudicators recommended to the
General Assembly.
|
|
f. |
The Music Committee shall
nominate a suitable person to be the Chairman of each Adjudicators' Panel
to the General Assembly.
|
|
g. |
The Music Committee shall
nominate at least three suitable persons to the General Assembly to be
members of the Calculation Committee. They cannot be Jury members.
|
|
|
|
|
|
|
3. |
|
Jury Secretary Office - The
tasks of the Jury Secretary shall be as follows: |
|
a. |
Make sure the appropriate
adjudicating sheets are available for the adjudicators.
|
|
b. |
Make sure that there
are pens, pencils and note paper available for the adjudicators.
|
|
c. |
Collect the music of
the candidates, check it is all there, make sure it is organized in the
correct performance order, put the music in front of the adjudicators
at the appropriate time, collect the music at the end of each performance
and return it to the candidate.
|
|
d. |
Record the playing time
(actual playing time only, excluding breaks between movements and pieces)
for each candidate. This may be calculated using a stop watch or video
camera timer.
|
|
e. |
The Jury Secretary shall
collect all the adjudicators mark sheets and hold them safe.
|
|
f. |
The Jury Secretary shall
be part of the Calculation Committee.
|
|
g. |
The Jury Secretary shall
make sure that only approved officials talk with the adjudicators during
the competition.
|
|
|
|
|
|
|
4. |
|
CIA Adjudicators Guidelines |
|
a. |
The Chairman of the Jury controls the process of auditions of the category. The chairman of the jury has the right to regulate the auditions process, make decisions to stop and continue auditions if necessary. The chairman of the jury is obliged to inform the CIA Executive committee of all detected violations of the rules, both by the contestants and the jury members.
|
|
b. |
The Members of the Adjudicators
Panel will communicate in English. (If necessary, a translator may accompany
an adjudicator.)
|
|
c. |
Before the start of each category auditions one of the CIA Music Committee or Executive Committee members will explain the exact rules and requirements of the Category, including program content and time limits. Jury briefing is mandatory for each Jury member.
|
|
d. |
There will be rest breaks
during the competition, which will be determined by the CIA Executive Committee and announced in advance to the competitors.
|
|
e. |
The CIA Music Committee shall ask if there may be some reason that a mark should not be counted from a particular adjudicator for any of the candidates. (Reasons may include but not limited to: teacher/student, close personal/professional relations, relatives etc). Each Jury member will be asked to fill and sign a specific form.
|
|
f. |
The Chairman of the Jury together with the CIA Executive Committee will decide how many candidates will proceed to the next round of their particular category. It is anticipated that a minimum of 50% plus 1 candidate will pass to the next round.
|
|
g. |
Adjudication shall be
open, and the adjudicators shall be placed so that they have an adequate
front view of the candidates but without preventing the candidates from
facing the audience. The adjudicators should not be seated too closely
together and it is desirable that the order in which they are seated should
be settled by ballot.
|
|
h. |
No one may speak with
the adjudicators during the competition except the Jury Secretary and
the representative of the Organizing Association.
|
|
i. |
Each adjudicator's mark,
is compared with the average of all the adjudicators marks, using the
System GIEM.
Where the marks of any adjudicator vary significantly from the average,
the Calculation Committee will advise the Music Committee, who may remove,
if they are in unanimous agreement, that adjudicators marks from that
round or the total marks of that category. That adjudicator may also be
removed from future Coupe Mondiale adjudication selection.

j. |
Notification if you cannot
attend. Coupe Mondiale organizers must know the exact number of adjudicators
in order to make an accurate assignment of paid hotel rooms and assignment
for the various Coupe Mondiale categories and other planning. Accurate
numbers are very important for all attendees, contestants, adjudicators,
delegates, press, program printing etc.

|
Each Adjudicator must preserve the reputation of the CIA and CIA members. General behavior of Adjudicator must be neutral and objective. Adjudicators must concentrate on judging only and not have any communication with the audience, fellow adjudicators or candidates and not do anything that might distract him/her, including by the use of any electronic device such as a phone or camera. If an adjudicator converses with fellow adjudicators, spectators, competitors or coaches during an event, he or she may not discuss the performance of any candidate he or she is judging or any of their previous performances or results, until after the end of the event.
An adjudicator may not use mobile telephones or portable digital-information devices of any kind on or near to the competition hall during judging, and on any questions arising from this policy the Chairman’s decision shall be final. Each Adjudicator must arrive on time at the venue and planned meetings in reasonable physical and mental condition. Each Adjudicator must follow any instruction given by the Chairman or Organizers. Unprofessional conduct or failure to adhere to good standards of behavior may result in removing the marks and the Jury members. In case one of Jury members is removed all his marks will be also deleted from the actual round of the specific category.

|
5. |
|
Marking |
|
a. |
The adjudicators are
required to observe a consistent standard of adjudication. Each round
will be marked out of 25 points utilizing the following guidelines.

b. |
Marks:
|
|
|
(1) The highest mark
shall be removed. If more than one adjudicator has the highest mark, only
one of those adjudicators' marks shall be deleted.
|
|
|
(2) The lowest mark shall
be removed. If more than one adjudicator has the lowest mark, only one
of those adjudicators' marks shall be deleted.
|
|
|
(3) The mark from the
adjudicator of the same nation as the competitor shall be removed.
Examples: if an adjudicator member is born in Russia, they can never mark
a Russian candidate as they are "of the same nation". Similarly,
if the same adjudicator is also a passport holder of another country such
as the USA, they can never mark a USA candidate as they are "of the
same nation". The nationality of the candidate shall be determined
by their passport. Where a candidate has lived in another country for
the previous 2 years or more, the adjudicator "of the same nation"
will have their mark removed.

|
(4) The mark from the adjudicator having
taught the competitor within the previous two years shall be removed.
|
|
|
(5) The mark from the
adjudicator who is closely connected with the competitor personally or
professionally will be removed.
|
|
c. |
There will be an adjudicators
meeting after the first three candidates (or as determined by the Chairman
of the Jury) to determine the general level of marks. The Chairman of
the Jury will convene this session to set the level of marks awarded to
performances.
|
|
d. |
Final scores should not
be marked on the adjudicator's score sheet until after this meeting, in
case they need to be scaled up or down.
|
|
e. |
The final score must
be marked on the adjudicator's score sheet and given to the Jury Secretary Office
by the conclusion of each round.
|
|
|
|
|
|
|
6. |
|
Duties of the Candidates |
|
a. |
At registration, candidates
should present to the organizing officials a valid passport or identity card bearing his or her name, age and nationality.
|
|
b. |
Each candidate must send scanned copy in PDF format of his/her Competition program at the time of the online registration or take
to the Coupe Mondiale THREE COPIES of his/her Own Choice Music for the
use of the Adjudicators EXCEPT where the category entered does not require
music. Music copies are to be tied together in a single bundle for each
round, in playing order. Each copy must be clearly labeled with the name
and country of the candidate, and handed over to the Jury Secretary (or
appointed member of the CIA Executive Committee) at least 20 minutes before
the candidate performs. Music MUST be collected by the candidate at the
conclusion of each performance.

c. |
At the appointed time
and place, the candidates will draw for playing order in each section
or round. A member of the CIA Executive Committee, usually the CIA General
Secretary, will be present. Candidates who are not represented at the
draw must accept the position drawn for them. Except in the case of circumstances
beyond their control, no candidate shall be permitted to depart from the
drawn playing order.

d. |
There shall be no restriction as to the make or size of accordion used by the candidates, but electronic attachments or amplification may not be employed except in the World Music Ensemble category.
|
|
e. |
Each candidate shall
be suitably dressed to present themselves as artists to the audience or,
in the case of the Virtuoso Entertainment classes, dressed appropriately
for the music being performed.
|
|
f. |
Each candidate shall
attend the Prize Giving to receive their Certificate of Participation
and shall be suitably dressed to represent their country to the media.
|
|
g. |
Failure to follow the
competition rules may result in the candidate's entry being rejected or
in disqualification.
|
|
h. |
Unprofessional conduct
or failure to adhere to good standards of behavior may result in disqualification.
Example: abuse of adjudicators or other officials.
|
|
i. |
Problems should be solved
through the candidate's nation's CIA Delegate, and where there is no delegate,
an application may be made in writing to the CIA Secretary General.
|
|
j. |
By sending in an entry
application form, the candidate hereby agrees to abide by all the CIA
rules and regulations. It is the candidate's responsibility to be aware
of the rules and regulations.
|
|
k. |
By submitting the online
entry form, the candidate grants the Confederation Internationale des
Accordeonistes (CIA) the right to record and offer for sale and promotion any kind of photo and audio/video materials of the Coupe Mondiale competitions
and performances.
|
|
l. |
In the Coupe Mondiale
(Senior) category, while every effort will be made to allow as many candidates
as possible to participate in each round, it is possible that not all
candidates will progress to the next Round. Usually by Round III, it is
the top six (6) candidates that perform their Own Choice Programs.
For the Virtuoso Entertainment and Junior Coupe Mondiale, if due to an exceptional high entry rate organizers do not have the ability to schedule all contestants in both rounds of competitions, at the close of entries, the organizer and the CIA will coordinate to determine the highest possible number of candidates to be taken through to the second round of competition.

m. |
Notification if you cannot
attend. Coupe Mondiale organizers MUST know the exact number of contestants
to make an accurate Coupe Mondiale timetable, book competition venues,
sell public tickets, schedule adjudicators and organize the event. Accurate
numbers are very important for all attendees, contestants, adjudicators,
delegates, press, program printing etc... For example, if there are contestants
that do not show up, it creates a tremendous problem for the organizers,
who have sold tickets to the event, based on the number of registered
candidates.
Every registered contestant MUST notify the
Coupe Mondiale Organisers AT LEAST 21 days prior to the Coupe Mondiale
if they cannot attend. Exception: Illness
or accident, supported by Doctors medical certificate.

7. |
|
Calculation of the Results,
Calculation Committee |
|
a. |
The calculation of the
results from the adjudicators' mark sheets shall be carried out by the
Calculation Committee, consisting of three members; the Jury Secretary
plus two others appointed by the General Assembly.
|
|
b. |
The duty of the Calculation Committee
shall be to calculate the "Final Mark" for each section of
each category.
- All adjudicators marks shall be reviewed
- Marks for each contestant shall be
removed as required by 5b of this document
- All remaining marks shall be totalled
and then averaged by the number of elegible adjudicators
- Marks shall be subject to ratification
by the General Assembly

c. |
Each adjudicator's mark,

When the calculation
of the results has been completed, the results will be submitted by the
Calculation Committee together with recommendations regarding the award
of medals and/or other distinctions to a meeting of the adjudicators for
consideration and approval, prior to ratification by the General Assembly.
|
|
e. |
If the player exceeds the category time limit by more than two (2) minutes, the President of the Jury may stop the performance at his discretion.
|
|
f. |
The Calculation Committee
shall complete their work and publish the results in time for the prize giving ceremony.
